Medicare Advantage 2025 Spotlight: A First Look at Plan Offerings

kff-health-news on PayerIndex
Our Take: KFF reports the 2025 Medicare Advantage market is stable despite payment formula changes. I-SNP offerings declined from 173 to 160, continuing a contraction from their 2023 peak. Overall MA enrollment pushed past 54% of all Medicare eligibles.

SNF operators should identify which I-SNP sponsors exited their markets and adjust payer strategy accordingly heading into 2025.

Medicare Advantage 2025 Spotlight: A First Look at Plan Offerings

Despite concerns that modifications to the payment formula and higher utilization would impact the number of Medicare Advantage plans offered in 2025, the Medicare Advantage market appears to be relatively stable. While Medicare Advantage insurers have made some adjustments in their offerings, the average Medicare beneficiary has a choice of more than 30 Medicare Advantage plans for 2025.

The number of SNPs for people who require an institutional-level of care (I-SNPs) nearly doubled from 97 plans in 2018 to 189 plans in 2023, before dropping modestly to 173 plans for 2024 and 160 in 2025. In 2024, about 115,000 Medicare beneficiaries are enrolled in I-SNPs.

Amid Medicare Advantage’s Growth, I-SNPs See Slight Dip for 2025

According to a KFF analysis of CMS Landscape files, I-SNPs have seen substantial growth in the last few years, reflecting an overall rising demand for care tailored to the nursing home residents. That said, in 2025, the I-SNP market will see a slight contraction, with 160 plans being offered nationwide, down from 173 plans in 2024. This is a small decrease from a peak of 189 plans in 2023 – a figure that had almost doubled from 97 plans in 2018.
